Can not use oil in Australia

At the end of the turn, Australia has been cut off from the rest of the Allied convoy network. There are several disorganized Commonwealth oil-dependent units in Australia. There are two saved oil points in Australia. The Commonwealth is not able to reorganize those units during the use oil step.
Here is what the use oil form shows: a unit in Australia has been chosen, and the two oil points in Australia are displayed, but all the use oil buttons are grayed out, and can not be picked.
The next post contains the saved game at the start of the Commonwealth Use Oil step.

Here is the save game that produced the above picture. To duplicate the picture, hit "Reorganize all", and then reorganize the units after the three units in Australia.

It's a bug. You can't work around it either if you don't use the "reorganise all" button too.

Thank you. The only work around I can see is for the Allies to be allowed to set up a convoy chain to Australia with the following restrictions:
1) The Axis may not attack it;
2) No resources may be convoyed through it;
3) The Allied player must use oil in Australia to reorganize units in Australia;
4) The chain must be broken if there is no Allied oil in Australia.
Annoying, but the only way to get oil dependent units in Australia to work. Given the fact that one can not yet use friendly oil to reorganize (another bug), it is the only way any US or French units in Australia can reorganize.
(barring actually establishing a convoy chain to Australia that the Axis is allowed to attack.)

I think you might be referring to a newer rule? At the rules point where MWiF was coded, an oil-dependent unit needed to trace to oil under control of it's Major Power to re-org.
I used to think I needed to transport oil to Australia to base a good amount of USN there, in case supply lines were cut. But that can't work with the rules MWiF is using, since a Major Power can only store it's oil in hexes it controls. So for the USN to use oil in Australia, it needs a valid supply path to a US controlled hex with oil in it. The USN would be in Supply to any Aussie city, but that is not the same as re-org at end-of-turn. Newer rules do change all of that consideration.
I'm not playing MWiF yet but it definitely has to be able to handle "pockets" disjunct from the rest of the world for Oil re-org, and production.

No these are CW units that can't re-org as per the OP.
I could swear this was working in earlier versions. Might be a new bug caused by other Supply fixes.

It might be a newer rule, but it is quite clear that under the current rules, which are those printed in the books, one should be able to trace to friendly oil points:
13.5.1 Co-operating major powers may freely use each other’s oil, provided the owner agrees.
