[521] Auto-planner (?). Wrong auto-assigned altitude prevents of firing a missile

A strike mission, target is a radar. "Use auto-planner" is toggled on.
A Su-24 assigned to a mission, its loadout is AS-9 Kyle [Kh-28].
When a Su-24 reaches a target it couldn't fire a missile because it's auto-set at Su-24's minimum, below AS-9 minimal one - 200 m.

One test scenario is included.

yep well spotted. I would argue that a SEAD mission might be better off with a medium altitude anyway so that the enemy starts tracking you and becomes vulnerable to your ARMs.
