Peacekeepers in Finland

USSR demanded Finnish borderlands and we got a war. Germany sent some units to Finland and USSR was not able to attack vs them. Was this a bug? I was not able to find peacekeeper rule...

Yes, it's a known bug. The USSR should be able to attack the Germans. The other way around is prohibited.

I'm playing with my friend using VNC connection due problems with netplay in the beginning. We solved this problem by using random.org and solving attacks manually. USSR suffered lost total of 3 units in attack and counter-attack. Then we attacked with Finnish troops until we got result S and USSR will throw away equal number of build points. Problem solved :)

How is the netplay now, is it working?

There is no change in the NetPlay status. The plan is to work on it after production and naval bugs are cured.

Can USSR attack German ships on sea or ports in Finland?

In port? Sure. Multiple states of War:
A unit may not enter or attack a hex (or units therein) controlled by a major power on the other side that it isn't at war with. However it can attack a hex controlled by an enemy major power or minor country even if the hex contains units it is not at war with.

And:
During port strikes and naval combats, a unit can’t fight against units from the other side unless it is at war with at least one of them (being at war with an enemy unit the naval unit is transporting is not enough). However, you resolve, as one combat, a combat that includes units that are not at war with each other, so long as each unit included is at war with at least 1 enemy unit in the combat.

So you can wind up with a naval combat with German units; but you can't take the war with Finland as an excuse to go pirate in the Baltic. However, if the Finns contain a naval unit in the seabox, you can fight anything in there, which might include German stuff.

In Multiple States of War, units that are in port or in a sea box but not at war with anyone are treated as not being there. So German naval units are invulnerable.
...so long as each unit included is at war with at least 1 enemy unit in the combat.

Wait, so let me be sure I have this right, since I make stupid rule slips a lot.

Say we have the Vainamoinen (Finnish) and a bunch of convoys in the 0 box. USSR is at war with Finland but not Germany, CW is at war with Germany. Finland is, for whatever reason, aligned to Italy during the conflict. Italy is as yet at war with no major powers.


In the Baltic, the Soviets send a BB to the 3 box and search. If they find, they can only fight the Vainamoinen, not the convoys.

However, if the British slip a cruiser into the Baltic, and you now have 1 British cruiser and 1 Soviet BB in the 3 box, and they search and find, you can use the Soviet BB factors to hit the convoy points, right?
