Here is a screenshot from my game showing the Partisan Numbers and Probabilities form and part of Persia.

Most of the garrison values are correct. Two aren't. There are no Axis divisions of any sort in France. The only units with a partisan value of 1/2 are divisions, so how come the garrison for France is 8.5?

The Persia garrison calculation is even worse: the program only finds 0.5 Soviet units in Persia. The only Soviet division in Persia is disorganized, so should not count. As the picture shows, a Soviet ARM corps and Koniev are in Persia and are organized, so the Soviet garrison value in Persia should be three.

Your Ghost convoy save will be used pretty soon. The partisan problem will take some time before being looked at. There are higher priority issues on the list first.
