movement of a stack

When the player orders a movement of a whole stack, the program shows (apparently) a path which corresponds to the greatest movement allowance of the units in the stack.

I just checked this and it seems to be based on the unit with the lowest movement rate. However, that doesn't take terrain/weather into the equation. The costs for different units can be different.
