CW units in Cairo should be in supply. A primary supply source is "...For a Commonwealth unit, any friendly city in another unconquered Commonwealth home country" Egypt is not conquered (yet), Cairo is a friendly city, and Egypt is a CW home country.

Are you sure Egypt is a CW Home Country? I didn't think it was.
Edit: No its not see 2.5 Control. The Home countries are the UK, the four Dominions and India.

I have had this several times myself. That's why the game needs to be bug free regarding the rules - so that you can trust its working.
I assume there is no HQ chain south of the picture who could have provide supply? Cairo cannot trace to a primary supply source and is therefor unable to provide supply itself.

huh... I was sure Egypt was one of the home countries. No bug then. No, there is no HQ chain to the south.
