This is another one that has been around for awhile. In the screenshot below (save to follow) there are CW units in the NEI even though the US has not taken the appropriate US Entry action yet (nor does the US have the entry pool points to do so). The save is from the start of the CW RTB phase, and you can drop those units off anywhere in the Pacific, without first taking the US Entry option.
