Tahiti conquest bug

In my game, a bug turned all of French Polynesia German when Vichy was collapsed. That is old news, an is not what this post is about.

The Americans just captured Tahiti, which was the only remaining port in the area. This should trigger the conquest of the territory, as Tahiti was the only Axis port in the area. At the very least, Moorea and Tetiaroa should have gone over to US control. When the US captured Hiva Ov, all the adjacent islands switched control, as they should, so I don't know why the Tahiti ones did not.

Here is the game save. This is actually AxelNL's fix for my game that he posted earlier, since it is the only save I have that gets through the conquest phase.

Here is RAW:

To conquer a territory, you must control every city and port in that
territory.

French Polynesia has three ports: Tahiti, Maria and Mangareva. You only control the first one and that's not enough for conquest of French Polynesia.

So, no bug.
