Pre-Warp setting is ignored

Pre-warp setting is ignored when starting a custom game as a regular empire.

Steps to reproduce:
1. In the "start new game: playstyle" select "custom game as standard empire"
2. In the "start new game: the galaxy" set Expansion slider to Pre-Warp.
3. Proceed to "start a new game: victory conditions" screen.
4. All victory conditions and storyline events should be enabled, except for "time limit".
5. Start the game. You are told you are a standard empire at the age of shadows, but you have space port and ships already.
6. Open research screen. Go to "energy & construction" tab. You will have HyperDrive technology researched.

I can't reproduce your problem. Pre-warp is working fine for me, with or without victory conditions and story events.

2 - This is just initial Empire size

If you want Pre-Warp you need to set your Tech level to Pre-Warp.

You may need to individually set up the AI Empires to Pre-Warp as well if you want to ensure they are Pre-Warp.

That was indeed the problem. Thanks a lot.

Do you know if I keep AI empires auto-generated, will the game match my empire setting?
