Can't Place Partisan

So at the end of turn 1 of the Barbarossa quick start scenario the Soviets get a partisan, which they need to place in an axis controlled hex in the Soviet Union. The problem is that all such controlled hexes are occupied by axis units so there's nowhere, that I see of, that I can place the partisan.

When I try to end this phase and proceed, the game won't let me.

Jap attacked in the east?
Does the MF give you a message which hex is nearest when having picked up the partisan and you hold it over the map?

If all answers are "no", could you post the autosave from the start of placing Russian units?

Here's the attached game turn. The program wouldn't let me save the game at the point of the error, or my not understanding where I can place the partisan.

The attached game is saved at the allied HQ reorganization phase. I've enabled set die rolls under the interface. You can get to my bug, or blunder, by ending the turn by rolling a 2 or 1. And then, manually setting rolls to get a partisan (e.g., 28 or less, followed by another low roll). I'm not sure what that "another" low roll is after the 28 or less. Anyway, this will get you to the point where I got stuck.

Hi,

See screenshot below. As there are enemy units on home soil partisans are created. As there are indeed no available hexes they will have to be put back in the box again by pressing BackSpace. Look at the message field in the Main Form.
