Can you mod ship and base sizes in the tech tree?

Yeah, you can do it
maybe you can use this line as a guideline
PROJECT ;106, Enhanced Construction, 2, 27, 1, 3, 0, 0.0,
ABILITIES ;Increased Construction Size, 2, 2, 300, 0
PARENTS ;105, N
I believe that would allow ships to go up to size 300 it also looks like whatever you put for the ship size it triples it for the base size so if you make it 300 your base size limit will go to 900 etc...
