Lowest altitude for CAP

When I set CAP to below 6k, (at 1-5k altitude), it seems to be reset and flying at 9k in the combat report.
I had assumed this was WAD, but based on comments from Alfred in the thread linked below, I'm now questioning that and thought it might be good to bring it up here.

Here is a recent combat report (full report attached below) where all twelve fighter groups are set to 5k but pop up to 9k as their group setting before being scrambled to different heights during combat.
Here is one of the sweeps. All defensive fighters reset to 9k group patrol.
