It means there is a colonizable planet in that system.

That there is a fuel source in that system where your ships can refuel.
Either a gas mining station, Independent Colony, one of your colonies
or a Starport.

Not necessarily. Let's say if you build a gas mining station in a gas cloud of HydrogenORIGINAL: SeeRed15
It means there is a colonizable planet in that system.
that gas cloud will have the symbol also.
