[1.9.5.2] Pirate Research Bonuses

It seems like pirates are unable to gain research bonuses from anything other than pirate bases and fortresses. I have built numerous research-oriented wonders, as well as having very high skilled scientists on my research base, but it all seems for naught, I am unable to bring my actual research higher than my potential research.
