Soviet Militia: Pre War

Page 23 of R.O.C: "Neutral major powers can't have MIL units. When you go to war, add your MIL units to your force pools."
I did not read this prior to building out 16 mil in Russia for 32 BPs. When Germany declared war on me, all of my MIL disappeared from the map and returned to my force pool. Why did the game not prevent me from purchasing all of those MIL in the first place?

That's easy to answer, but you won't like it. It's a known bug...

Thanks. It appears I can't do it to start, or even when I declare finish borderlands, but does so after I declare Bessarabia (sp). Or maybe its there and I just missed it.

Actually, I do not have any record of this bug being reported previously.
From my reading of the code, to get militia units out of the reserve pool and into the force pool, the major power cannot be neutral.
My hypothesis is that the USSR was at war with a major power at some point - perhaps Italy? Japan? If so, then the DOW by Germany shouldn't cause the militia to go back into the force pool. But that seems to be what happened.
I would like to know how to recreate this. I've looked at a half dozen saved games I have and can't get the program to let me build militia units while the major power is neutral. The militia units are all in the Reserve Pool (or Future Force Pool). For instance, claiming the Finnish Borderlands and/or Bessarabia and having Germany grant/deny those claims has no effect on the militia units - they remain in the Reserve Pool.

Well here ya go! One file with Russian militia ready to be built! FYI, I think they are entering the force pool at the start of 1940. Perhaps this was connected to the bug that was allowing the Russians to use Allied CP while still neutral? In this game, the Finns were attacked in 1939, and the Bessarabia claim was allowed then. Perhaps it is tied to one or both of those.

This bug has been reported two or three times before. It's not limited to the Soviets, the US can also build militia before going to war. In both cases, the militia becomes available in Jan/Feb 1940.
Happens in every single global war game I've played.

This is yet again why it would be so beneficial to the community to have a list of open and known bugs, so that when bugs are reported multiple times and don't get placed on the list we can point it out. In both threads above, the beta testers assured the community that this was a known bug and would be fixed, but apparently it never made it to your list.

Agree with Zartacla. The bug for militia always reveals itself on JAN/FEB 40.
3 games I know of personally have the bug. The most recent is the one currently being played.
No the USSR has not declared war on anyone. Only grabbed Bessarabia and Eastern Poland in Sept/Oct 39.

Thanks. With the added information this should be easy to fix. The Annual additions must be moving Militia units from the Reserve Pool to the Force Pool. Once there, they are eligible to be built.
