Issue:
Independently owned Resort Base - I found one. What the f**k?
As far as I understand, they are either owned by a faction or are abandoned. No independents.

That base is actually a pirate-owned resort [8D]

Of course, they don't advertise the ownership too widely [;)], but you can check it if you go into the game editor.
