Getting Agents Quicker?

Is there anyway of influencing how fast you get new agents? (Buildings maybe?)

Research battlefield Sabotage. I believe this will also give you the ability to build a spy academy. GP

no the spy academy is linked to the the tech, stealth.

I cant speak the spy one but the research center building doesnt seem to increase researchers. I got one researcher at the start of my game and have had none since building these improvements on all my major planets.

CharacterRandomAppearanceChanceGeneral ;1.5
CharacterRandomAppearanceChanceScientist ;1.1
CharacterRandomAppearanceChanceIntelligenceAgent ;2.7
CharacterRandomAppearanceChancePirateLeader ;0.1
CharacterRandomAppearanceChanceShipCaptain ;2.0

Ratchet up these numbers to increase the likelihood of a spies [intelligence agents] in your case...
I have this one to 2.7... it can go higher, but check the mod manual as to how high it can be.
