1.9.5.3 pirates cannot build research stations except at planets

For some reason i cant construct any research stations playing as pirate. The only way to build them is at planets you own which is a problem.

I think this is because pirates are not supposed to be able to use location-based research bonuses by design. However this breaks a whole bunch of other stuff including the research wonders and scientists.
As an alternative, you could consider designing a research-focused starbase. Starbases can be built in orbit around any planet and can even be built in deep space if you wanted. Just mind your research capacity, as pirates have extrmely low research capacity.
