1.9.5.4 legendary pirates

For some reason legendary pirates now create full-tech 7 ships from thin air. I dont remember them being destroyed and respawned. I cant believe they stole all techs from shakturi so this must be some bug as the rest of the galaxy pretty much cant do anything to them now.
