missing ship withdrawl button

Greetings,

I forgot to withdraw an AP that went into refit. It is now out of refit as an APA. But, I don't have a button to withdraw the ship? It is costing me lots of political points.
Suggestions?

geofflambert is correct. You have to be at a off map base or one of several on map bases like San Fran, Sidney, Columbo, etc. Their's a list in the manual. Not sure which page. GP

Full speed that sucker to the west coast.

Or you can suicide-run it at your opponent's stuff, like the Marshalls, if that will be faster. I'd rather eat 20 VPs than more PPs.

The port has to be size 9 and no enemy forces or bases (except subs) can be within 20 hexes (I believe it's still 20). If you build up Colombo, you can withdraw there as long as the Japanese aren't too close. Pearl Harbor can't be built up to size 9, so you can't withdraw there.
