1.9.5.4 troop ships collect troops from ongoing battles

Seen this couple of times - troops ships go to planets and load up troops which fighting insurrection on planet leading to remaining troops defeat. maybe fix it so they cant load up forces from active battles. Also AI transports love to take troops from freshly conquered planets so rebels can easily defeat 1-2 left-over troopers.
