Got a buggy barren rock moon in my game - i cant build mining station on it because i dont have money states the game tooltip in lower left corner - yet i can build monitoring station at it at 3800(mining station cost 3100) and all this with 189k+ cash on hand.

Does the civilians have money? They don't pay for the monitoring station.

You are right they have only 2k. But why the cost even present if you dont pay for it anyway? Any way to give cash to private sector? With cash flow 60k private sector have 2k in cash.

While you look at it, try to notice who actually pays for the mine when finally built. It is a pain to notice since the two cash values change at frequent intervals.

And with positive cashflow, just wait for them to get some.
