Looks like Prince Paul needs an RAC Refresher!

During the surprise impulse against Yugoslavia [Germany invading through just-aligned Hungary] I set up my attacks to take advantage of the surprise effects, since it's getting late in the turn, and lo-and-behold, it comes to the HQ Support phase, and the surprised Yugoslavian HQ in Belgrade was available for HQ Support. Yet according to both RAW and RAC - and I've understood this rule since WiF Classic 5! - a surprised HQ cannot provide any HQ support.
I am using the 2D10 table, and after checking the rule again, I see it is written with respect to the normal tables. But that shouldn't matter - it is surprised, so it should just sit there all bug eyed![X(]

Oddly, during the surprise impulse against Finland, the Russian attack on Mannheim's HQ did comply with the rules. Maybe it was because there was a Hungarian corps involved in the attack?! I don't see how that should matter.

It was the Hungarian unit! I indulged in a do-over [because of another bug involving the sudden appearance of 256 convoy points in Honolulu] and tried the attack again, and again the HQ turned up for support. So just to check I redid it and excluded the Hungarian cavalry from the attack, and this time the Yugoslav HQ did not come up for HQ Support! I still think this is a bug. I don't recall anything about a friendly minor's units messing up the surprise effects, especially if that minor was just activated that impulse!
The ..2 file has the attack without the Hungarian Cav.

Agree it's a multi-legged creature. But with all the extra detail, it should be an easy one to eradicate. Thanks!
