Soviet Left Behinds

Hello,
The Soviet player was not given the opportunity to drop his forces off onto the map in Jan/Feb 42. He didn't realize it until later in the game (When the turn ended). It is his turn to place his new builds onto the map for M/A 42, and we can see his forces from the last month in the J/F pool (they have a 1942) under them. Is there any way to get the troops off of the spiral and onto the game map without waiting until 1943?

I recall an instance where this was reported and it turned out no units were arriving that impulse. This could happen if say FREX two turns prior, only MIL and Mech were built.
The game skips the phase if nothing is supposed to arrive.
It does not sound like this is the case here, but maybe...

Land Rules (Not using: HQ Movement, 2D10, Surprised ZOC, Blitz Bonus)
Naval Rules (Not using: Naval O-Chit)
Supply Rules (Not using: Isolated Reorg limits)
Air Rules (Not using: Kamikazes, Bounce, En-route Int, Limited Int, Flying Bombs)
Production (Not using: Food in Flames, Hitler's War)
Other (Not using: Recruitment Limits, Japanese Command conflict, Japanese-USSR Comp Peace, The Ukraine, Intelligence, Extended game length, Breaking Nazi-USSR pact)
I am playing with one other player and we essentially play by EMail (until netplay is more stable). We email from 10 to 30 saves a day to each other.
We have had bugs along the way that we have ignored, and they do not appear to be related, but I will list:
Disappearing Build points from Vichy (4 one turn, 2 another)
Mandatory AA or the game hangs
US getting 2 entry chits per turn with no justification
Intermittent supply issues (units in supply by all accounts but showing out of supply)
Intermittent freezes when air to air combat occurs (no button to continue)
Disproportionate number of Chinese partisans appearing (9 times in 12 turns)
We did have 1 unrepeatable: UK sent one BP to china and when we got to production, every single Non Oil RP for UK was slated for trade, and their income dropped to 4 from 22.
Normal war-time play with exceptions:
Russia declared war on Japan
UK/France declared war on Japan
UK declared war on Iraq and Saudi Arabia
I believe Italy declared on France and UK declared on Italy.
Russia declared Finish which was declined and immediately stopped when they did not move into Finnish borderlands
Russia declared Besserabia which was accepted.
Cant think of any other things that would help. Don't recall there being any issue with the Russians not being able to place their units before.

I have created this situation. If one saves a game at the start of a major power's set up phase, exits, and then restores the game, MWiF skips that major power's set up and moves onto the next power's, leaving the first power's new units on the production spiral.
I don't know if this happens every time, but it has certainly happened to me.

The timing of when it might have happened to me makes sense, since I would have saved to send it to my opponent.

I have several instances of this problem now (hence I did not download your game) and will work on fixing it today.
