Edit Docked boats question

What facilities are necessary to be able use the "Edit Docked Ships" pull down. Is this for amphibious ships only? I would like to have a USCG base with small craft docked at it for use in a smuggling scenario. How do I do that in game?

Yeah for now its just for ships. We will be adding it to land facilities in the future. IIRC the challenge we are trying to overcome is trying to figure out how to handle complex channels, shoals and shallow water so the ship leaves the dock correctly.
In the meantime you could add replenishment ship or amphib there.
