Maintain Standoff ROE

I've been having a problem whenever launching fighter aircraft with air to air loadouts. I've tested this problem on the: Iron Hand 2014 scenario (launching the default armed Su-27s), Khark Island Raid 1985 (launching default armed MiG-23s), and the air operations tutorial scenario (launching the default armed F-14s). Whenever I set the ROE of maintain standoff to yes, via the mission editor, or any other method where a unit inherits a parent ROE, I see that the aircraft, upon launch, each have their individual ROEs stating no to maintain standoff, regardless of being launched singly or in a group, or being tasked on a mission or not. The only way to change this I've found is to individually change the ROE of the individual aircraft. No messing around with parent ROE menus before or after launch seems to have effect.

Thats because it doesn't. Maintain standoff is for ship units only.

Mike,
Aircraft avoiding known threats that aren't part of the assigned mission would help scenario designers to program the AI to act more like a human opponent.
I'm thinking of cases where the targets aren't known at scenario start, but are detected prior to the aircraft getting into range (or maybe before takeoff)... For example, a strike package avoiding a mobile SAM site between base and target, or avoiding an Aegis destroyer that's acting as a radar picket 75nm from a target ship, both cases assuming the threats would be known to the aircrew.
I know there's complications.... what about pop up threats, what about high-capability air defense units grouped with HVU targets, etc. But I was wondering if this was on the list of things you guys are considering.
