Rocket testing

Hello.
Sometimes, due budget/personnel problems, start a program researching the payload and delay the rocket. Sometimes the delayed is the payload. Anyway, this causes situations like this:
X Season: Rocket 74% safety, Payload 96% safety.
Because the heavy penalization to payload decide not risk the launch and wait to rocket reaches 80% minimal.
The question is:
Would be possible program a ONLY ROCKET Test, launching the rocket with a phoney satellite??
I mean this new feature would be possible with no much work to do it??
