Blockades do not stop freighters from trading

I was blockading an AI planet with a special resource on it, thinking to deny that player its development bonus. However, their freighters just went about their business as usual, trading the special resource.

I experienced the same. I think the blockade is utilized to prevent only other empires and pirates and indies from trading with the colony you're blockading. I could be wrong though.

they used to block everything.
they're just broken right now.
