Possible Bug

Am invading (as the Brit) Kiel. 1xBrit Marine XXX, 1xBri Inf XXX, and the 79th Armor XX. It looks like the Game didn't half the Brit Inf XXX (which I invading off of an AMPB / playing with AMPB Optional Rule). Also, dumb questions, it is "Legal" to invade Kiel (from the North Sea) . . . Correct??? Thanks, Don.
P.S. Can send Saved Game if needed.

I can't speak to the combat factors of the invading units.
However, the rule for invasions states that:
You may only invade an enemy controlled coastal hex that has at least 1 all-sea hexside (at least part, but not necessarily all, of this coastal hexside must touch upon the sea area where the TRS is located).
(Amphibious rules obviously modify that last portion of the rule.)
So as long as the Kiel hex has one all-sea hexside on the North Sea, you're gold.

Into and out of port
There are three special cases:
• although Kiel is a coastal hex on the Baltic Sea, you can move naval units directly to Kiel from the North Sea and vice versa.

There is no all sea hex adjacent to Kiel.
No invasion is possible into the hex from the Baltic sea or the North Sea.

An all-sea hexside does not necessarily mean a hexside adjacent to a hexdot (what WiF calls ocean/sea hexes).
It is instead a hexside that is 100% coastal. (See the terrain chart on p. 212 of the Player's Manual - volume 2.)
As such, you will note that the Kiel hex has an all-sea hexside (the southwest hexside).
That being the case, Kiel can be invaded by sea.

Hover over the hex and the game will tell you Kiel can be invaded from the North Sea but not from the Baltic Sea. R.e. Post #3, moving naval units directly to Kiel from the North Sea and vice versa has absolutely nothing to do with it.
Edit: A saved game would be good for checking out if the invading Inf was halved as it should be.

Here I positioned the cursor over Kiel. Note the information that appears in the blue panel of the Main form. Kiel is adjacent to two sea areas but can only be invaded from one: the North Sea.

Am PBeM'ing with an old friend / On his copy, the Brit Inf XXX is halved for the Attack, but the game thinks the Infantry is at full strength ('cause it allows the Allies to "shoot" four more Naval Bombardment Points and "bomb" four more Close Air Support Points. Am inclined to think this could be a corrupt database problem. Don.

Is it? In that case normally I wouldn't have been able to load your game (and I was). Damaged games (or corrupt ones) tend to give a warning message on loading (or don't load at all). Yours didn't. However, I think this one needs to be examined by Steve...
And if the ground factors are 16, than you should be able to add four more SB and ground support points, since the modified ground factors are the key for giving the maximum number you can add. If the first is wrong, than everything goes wrong...
