I've noticed, at least for the Su-27s in the Iron Hand scenario, that changing the refuel option from yes to no in any of the parent ROE menus (Side ROE, mission, and group) does nothing. This failure to change ROE can be seen if one checks the ROE of the individual unit aircraft, and of course the behavior exhibited by said aircraft, after changing the ROE in the aforementioned parent menus. Instead one must go individually from aircraft to aircraft in order to change their ROE.
