Resource transportation bug?

First off, yes this is my first post, so treat me kindly [:)]

A quick intro, I used to play WiF back in the '80's when it was first released, but haven't played it for well over 15 years. Heard rumors a computer version was being developed, and was surprised to see it was true, and I just had to purchase it which I did several months ago. I must say I am pleasantly surprised at what I see! The game has changed allot since I used to play it, and I am still re-learning this monster.

Now down to business. To put it simply, I am trying to lend a US resource (USA is still Neutral) to China. It works, but it is being transported to China via CW transports!!! I have USA transports located in the S. China Sea and Bay of Bengal, so it can lend the Philippines res. to China. I don't know how to configure the Prod planing to achieve this. Given the USA is neutral, I don't think it should be allowed to use CW transport points anyway, and given that it is, it mucks up the CW Prod planing in a BIG way, as you can imagine.

I have a save game file attached.

I can't speak to whether you have a bug or not. However, I can report that MWiF isn't breaking the rules regarding who can ship resources to China:
Active major powers may contribute to the convoy chain of any other major power on the same side.

That's part of the general rule for transporting resources. So CW convoys can ship US resources to China.

No bug. The US has a CP in the China Sea and it is correctly used to transport the Philipine resource if it gets allocated to be traded to China.

If you use the right procedure as shown in the video, you are going to be all right...

Yes, Active major powers may contribute to the resource chain. However, to be an active major power, you must be at war with at least one other major power - Rule 9.1. As I said, the USA is currently Neutral, and therefore it should not be entitled to use CW Convoy Points.

This was directly addressed and answered in the FAQ.

Q13.6-2: Reference RAW7, rules: 13.6.1, 5., 13.3.2 Option 19:

Does the restriction on transporting other major power's resources and build points while neutral (see 2008 WiF Annual errata pg 50) still allow active major powers transporting a neutral US's lend leased resources and build points to active major powers?
Examples:
(a) after playing US entry option 19 can the Commonwealth transport the lend leased US resource to an active Russia?
(b) What if Russia is neutral?

Answer:
(a) Yes, lend leased resources and build points may be transported as either the lender's or recipient's as the lender sees fit, thus in your example the US resource to Russia can be transported as a Russian resource and convoyed by any active allied major power.
(b) No, only Russian convoys can carry US lend leased resources to Russia while both the USA and Russia are neutral. After the USA is active, she could transport them to a neutral Russia as US resources.

Well that piece of errata changes everything!!! [X(]

See, I told you I'm still learning this thing. [:)]

I've also looked at the Resource - Production Summary & Details form again and finally with a little tinkering, I've now worked out how to get my Philippines resource off to China. You highlight the Philippines resource, select Defaults (or Override for this turn only), then select Trade. The trick then is to click in the first blank row, directly under the Resource heading for the Philippines, "Non-oil [101,151]" and up pops a list of Countries you are allowed to Trade with.
