In my current game, Italy has joined the war.

Germany sets up an agreement to send 1 BP, 0 non oil and 1 oil.

However when the next turn starts, a look at the German production page, they are sending 20 non oil resources to Italy, leaving their economy crippled.

After a few different replays, it appears that the problem is when I try to send 0 non oil resources in the agreement. Other configurations work.

My zip program trial period has expired, and cannot zip it. Perhaps it is replicable in another game.

You should be able to compress any file using standard Microsoft utilities. Right click on a file, click on "Send to", and then pick "Compressed (zipped) folder".

The game is save in the last of the Reinforcement remove air units phase, and should only take a click or two to get to the trade agreements in order to replicate the bug.
