Vichy Production Bug

I am playing the May/Jun 1943 turn of the Brute Force scenario. I am doing the Build Phase for Vichy France and tried to build a territorial infantry plus the cruiser. It will not allow me to build that combination. The screen goes away after clicking the done button and won't respond. I found that I can build a convoy point instead. For some odd reason it won't allow me to build that cruiser with my remaining point.
So here's a saved game file I hope. It said it uploaded successfully but I don't see it.

I wonder if it has something to do with the cruiser taking more than 1 cycle to complete? The single cycle convoy builds just fine.

Ahh, I see the issue. The game could use some feedback to the user here or perhaps not show that unit as buildable.
It revolves around these two rules from Vichy creation:
"All units left in the force pools, or that enter them from now on (AfA Option 10: except teritorial units), are Free French units", and
"Vichy production
Vichy France can use its resources and factories to produce Vichy French units. These will always be naval units (AfA Option 10: or territorial units, see 22.4.5) because other French land and aircraft units in the force pool are Free French."
Which means Vichy can build anything left in the Repair or Construction Pools but any naval units Vichy loses should go to the Free French force pool. That CA starts on the map so did it go Vichy and get sunk? But then I see you are playing Brute Force so maybe it's there from the start of the scenario which means:
a. it's an undiscovered goof in the scenario set-up from ADG and MWiF is enforcing the rules, or
b. MWiF puts it in the wrong force pool, and then enforces the rules
Edit: Just checked the Brute Force set-up from the RAW7 Scenario booklet and that CA isn't part of it. Does it have any history in your game aside from being in the force pool? If not - looks like a minor bug.
