I've noticed that there isn't an starbase in the design templates. I do notice that there is an option in the policy to auto upgrade these. I made a starbase.txt and made the design, but it never loads. What am I missing?

If you what to design starbase, go to design menu, choose new design, and set type to starbase, which is in the top left corner.

I'm talking about setting up a starbase design templates (in the design template folder) for automation just like every other ship/base in the game. That folder contains every design for automation except starbases. You can even choose to allow the AI to upgrade starbases in the race policy, but there is no working template and adding one doesn't do anything.

Does the AI use Starbases or Monitoring Stations at all? My guess that it doesn't. I only saw Spaceports and defensive bases.

It'll build monitoring stations.

Yeah. I've had the AI put monitoring station all around me before when we were at war.
