On some, like Load Scenario in the editor, a double click on a file in the list executes the selection. In other places, a double click merely highlights the selection and you have to click Proceed.

Request double click on a file execute the Proceed button.

Something we can fix when we replace the file dialogs in 2.1 with ones that will filter on many types.
