You posted this in the wrong place, as a North Atlantic passenger trade grognard, and someone literally trying to write a book on Titanic I have lots of opinions...
Here's the thing about that particular Titanic conspiracy. It's impossible. While the ships were "virtually identical" they were not actually identical. The work it would have taken to make them identical would have taken quite awhile--this goes from the cabin layouts, deck arrangements, and interior fittings.
The biggest outward change being the enclosure of the first class promenade on Titanic. On Olympic it was open, on Titanic closed--the slanted triangle on Titanic's fore promenade is a dead giveaway.
Maybe before the discovery of the wreck you could have argued for this conspiracy; however, the wreck, it's layout (and promenade) all match Titanic.
As for th Lusitania--it is highly doubtful Churchill (or anyone) set her up to be sunk. I do think at this point it is fairly clear that she was carrying contraband materials, which would have made her a pseudo-legitimate target of uboats (prize rules aside). It's also pretty clear that over the last 100 years a lot of effort has been made (including an attempt to destroy the wreck with depth charges) to keep that secret.
