Playing as Germans
Conquered Great Britain and AI asked if I wanted to form Puppet government. I selected the option, but nothing happened.
Several turns later I conquered Yugoslavia and the AI asked if I wanted to form Croatia and again I said yes. but nothing happened.
This was a non-issue with the earlier version.

Croatia did form, but the British Union did not. This may be because the AI declined the offer and decided to fight on.
New subject:
I do find that version 1.04 may have solved some balance issues, but created some others.
For example:
-British CVs seem near indestructible
-Counter air campaigns are absurdly costly since you can't attack fighter bases without sacrificing a large number of aircraft on recon missions
-The 16 SMP the Germans start with is suppose to shrink to 11 after the fall of Poland, but in fact goes to zero, which seems excessive.
Are these know issues that are going to be addressed?
