How to "buddy assist illumination"?

In the Falkland war scenario I am trying to strike an Argentine CL with harriers equipped with paveways. They fly to the target circle it then fly away Bingo having never released the paveways. When I try a manual attack it reports that I need "buddy assisted illumination". Please tell me how this is done in the game? Thanks.

I don´t know if you are placing your scenario in 1982 or later.
As far as I know the target designation for LGB attacks, during Operation Corporate was done by land deployed special forces.
You can ask Paul aka .Sirius, he is a veteran who was aboard HMS Plymouth during those days. I´m sure he knows better.
