Is there any limit to how many armies you can create? Are some generals prevented from forming armies? Specifically, in the East I have Hindenburg (3 Stars) but I can't seem to create an army...

I think there is a hard-coded limit to the number of Armies each nation can create. Have you tried dismissing the commander of one of your existing Armies to see if that frees up an opening?
EDIT: Two more thoughts:
1. The general you want to form into an Army must be within the command radius of the GHQ. Click on your GHQ then hold down the shift key. This will show you the command radius.
2. There is a hard-coded limit of 8 Armies per GHQ.

Do you mean OHL vs GHQ? As the Central Powers I start with what looks like 5 GHQs (Armies) under Moltke. I have the ability to create a few more on the western front (though there appears to be seniority issues the the Austrians???). As the game progresses I want to create Armies in the east and Hindenburg is a logical choice ... but that doesn't seem possible (would be nice to have CPs of 48-50). Moltke's command range would only cover the western armies.
Am I missing something here?

OHL is your GHQ (one of two that Germany gets - all other major nations get only one)
So as Germany, you can have two GHQ and (I think) 16 armies (8 per GHQ).
Go to the ledger screen where all your units are listed and filter the listings to show your generals. Click through the 3-stars until you find your two GHQs.
