Create GHQ vs HQ

I have a 3 star general ... it gives me the option of creating a GHQ or HQ. What's the difference?

GHQ is a nations highest HQ. You are only allowed one of those (except Germany, which can have one eastern and one western GHQ). A GHQ will allow you to create army HQs. It will also have a few more CP's than army HQ's. The leader of the GHQ will give bonuses or maluses to any army HQ's within it's radius.
I'd say create the GHQ.

How do you create a new army? The "create army" HQ tab is always not available to me. And I am playing as the CP's.

You need a 3-star general and the general must be physically located within the command range of the GHQ to create an Army.
