Would it be possible to mod it? Instead of being able to trade techs, they could spread through trade routes. Then, using trade agreements/trade sanctions would have even more importance on the game dynamics.

That would be a really cool feature. Were you inspired by Civ?

Sadly, that is not something that can be modded, though I wish it were.
