I got the alert that my Hakoonish population went crazy killing other races, then I went to my colony and changed the population policy. I think I succeded, but wasn't it meant to not allow changes on population policy during those xenophobic riots?

It may allow you to change the selection, but I think it swiches them right back when you close out of that screen.
