Toggle Game Effects - Play Music

What should the setting "Play music" in Toggle Game Effects do?
I can (unfortunately!) hear no music.

Make sure you have the theme volume turned up in the options panel.

I did.
I hear music on the game main menu screen and at the end of each scenario when the result screen pop up.

I understand now. There is no music except at the start and end as you noted. Other than being a redundant toggle to the options panel, it has no function during game execution right now.

Ah, OK.
But isn't it a bit confusing to set the option for it inside the Command Notbook and not in the option panel?

The music as I noted is playing whether the checkbox is marked or not. [X(]
What should this option exactly do?
