"F" keys are great for quick, convenient access.

But:
• F3 - View Game Play Options
• F5 - Open the set game, player, and unit defaults dialog

These are no settings/dialogs that are executed often.
So they shouldn't be the beginning of the queue.
Move them backwards or delete them from the "F" keys.

I see what you are saying. We should be able to fix those thing in 2.1 to flow better if we keep the same menu style. Some discussions of changing things around a bit.
