Why are there TWO line items for the P-39 Airocobra on the aircraft reinforcement intel screen?

Also, has anyone actually SEEN a P-39 group upgrade to a P-40 group? Supposedly this happens yet I've had a P-39 group in Brisbane forever and it still hasn't upgraded to the more plentiful P-40 (about 80 P-40s in the pool now). And if you have seen such, then tell me what I need to do to facilitate such on my end.

The first P-39D Airacobra (replacement rate of 35) is used by the USAAF and upgrades to the P-38G Lightning. The second P-39D Airacobra (replacement rate of 5) is used by the RAAF (only a few were used historically and they were scattered amoung several squadrons, none are used in UV) and upgrades to the P-40E Kittyhawk.
