Isn't Riga supposed to be a secondary supply for USSR after Latvia is conquered?
My USSR units in Riga are OOS?

Yes but I think this has been reported as one of the few remaining supply bugs.

I'm having a similar issue with Dakkar, although it appears to be intermittent. Sometimes it provides supply, sometimes it does not. See my AAR for a savegame file.

Yes, it is intermittent. I cannot detect a pattern yet.
