Possibly an atypical scenario but nevertheless.

The Germans re-conquered France after losing it to the Allies. When this happened, the French colonies became neutrals, as per RAC. The Italians would now like to advance into said colonies (e.g. Tunisia) to capture them but are unable to as they are neutrals. Presumably, this would need a DoW but the option of declaring war on Tunisia, Algeria, Morocco etc does not come up as a choice. It appears to be limited to the pre-war neutrals only. Screenshot of the DoW phase below. Is this a bug/fault?

Sure looks like a bug to me. I don't think anyone thought of this.

Happens quite frequently with Spain/Portugal to a lesser extend Denmark. Never seen this with France though! What happened that the Allies conquored France and then lose it again? Rapture? Mass UFO abductions? WAllies evaporate in a streak of bad dice? You did not remove Axis air power?

Can you put a saved game in here from before the DoW phase? It saves a lot of time, if Steve can check the fix using your save...

You guessed it; mass UFO abductions. How did you know I was playing with the TOP SECRET Aliens in Flames Mod? I told them they couldn't keep covering it up. The truth is out there.

If the DoW step file isn't any good, the attached file for the Weather step should do it.

Germany declared Vichy, but every French possession went Vichy so there is no Free France. Japan demanded French Indo China. China ran in and conquered FIC. Japan moved in, ready to attack the Chinese garrison, but before making the attack, Conquered China instead. FIC reverted to a neutral status, Japanese units were kicked out, and Japan can not declare war on it, permanently denying the Japanese that resource.

So, possibly a more generic problem involving countries that become neutral during the game as oppose to those that start as neutrals.

Well done on conquering China. I only got as far as nearly taking out the Communists before it all went belly up.
