Partisans possible?

Can i make units appear in hexes under control of the other side?

Not exactly.
However, partisans exist in stock in an abstract form: they conduct the "attacks" when
a garrison is too small re enemy infrastructures.
I also have introduced a peculiar form of partisans - I call em gorillas - that are
able to operate behind enemy lines. This is achieved by having them get "free supplies" -
the field you would use for a location ALSO works for a land unit! 1 point per day is
enough (for a battalion) to survive and rebuild slowly even if no LOC exists. If friendly
supplies are available or if enemy supplies are captured - it can grow faster and
attack without becoming ineffective.
The best kind are Chinese - as they "recycle" 30 days after being lost.
In order to get close to what you want - have em appear in the enemy rear (vice march there
or start there) I also have added obscure locations - in mountains is best - dot locations
the enemy may ignore - at his peril. This way later in the war formations of "Anti-Japanese
Army" or whatever can appear deep in the rear.

So only possible in locations that from scenario start are on the side of that unit?
The idea was not only for partisans but also to change cities sides. Example Vichy France is Axis, after Vichy collapse all its units disappear from cities and appear Allied France Libre units instead in same cities.

In order to create other possibilities, I created dot locations in very obscure places -
mountains and rough country. They may not be noticed at all. Or it may not be worth
the time to send troops to capture the place which appears to be empty and almost worthless.
But mid war - units may appear there. I like one in the middle of Borneo - at a location
that DID revolt field a local force - causing a massacre when Japan did reprisals. There
are cases in Sumatra, Indochina, and other places as well. IF the location is captured
before the unit appears - it will then appear at the alternate location for that nation -
(unless there isn't one) - and still be available to infiltrate.

Thanks. This confirms that units can only appear in territory owned by their side.
