So I'm playing Lebensraum scenario solitaire when in Nov/Dec 1941 as Japan I was able to declare war on Commonwealth so as to invade Malaysia and NEI for the oil but I was NOT allowed to invade NEI even though it appears to be controlled by Commonwealth (the map even displayed hex control as a half British flag). In the declaration of war phase at the beginning of the turn I noticed there was no NEI listed as a minor country to declare war on so I assumed there would be no problem. Whats going on? Maybe this is some oversight on my part and not a bug. Does anyone have an explanation? Attached is the DOW phase.

The DoW on the Commonwealth was enough to be able to invade Tarakan (which is in rain). However, a lot of NEI is having storms and invasions are not allowed during storm or blizzard...

Oops...my bad. You are correct. Not a game problem nor bug. Its just that sometimes when you can't do things in the game the game doesnt tell you why so you are left scratching your head.
