ground support issue, planes wont fly

I cant get bombers to fly ground support for some reason. I can manually get them to bomb units so I know its not a range issue, they also wont fly with escorts.
weather is clear so that isn't the problem. the bombers also haven't flown any miles and none of them are damaged.
any ideas where I am going wrong?

don't know why that screenshot didn't post.
percentage to fly is set to 30
ground support - 100
ground support escort - 100
ground support is on.

Strange, I have no problems with that (on Soviet side).

I moved all the airbases within 10-15 hexes and it started working again.
I had no idea the bases had to be so close to the front.

Yep check the ranges mate of the aircraft....maybe the reason why they don't fly!
